1\. 基金成立门槛大降。 股票、混合、FOF基金成立门槛从2亿元降至5000万元，降低发行难度，鼓励市场低位布局。  
2\. 迷你基金不再轻易清盘。 取消发起式基金成立满3年不足2亿元必须清盘的特殊规定，为长期投资产品提供生存空间。
